Is there any likelihood of JSJS coming up with a switch for non-dimmable bulbs with a minimum load less than 40 Watts?

Who knows? If they did, it would need a neutral connection which most houses do not have at the switch location. So if they did it would most likely be replacement for a spur eg. one gang one way, and so not really meeting peoples requirements.
I think they would be better off developing some kind of dimmer circuit converter. A kind of variable voltage coil contactor that would be located behind the rose. When it receives any ‘dimmed’ voltage from the switch, the coil would energise pulling in the mains voltage contacts to switch any lamp on at full brightness. Simple.
